Executive Team

Lewis A. Jordan
Chief Executive Officer

In his capacity of CEO, Mr. Jordan directs all aspects of the third-largest housing authority in the country, and oversees the implementation of the largest redevelopment effort of public housing in the history of the country, under the historic Plan for Transformation.

A former resident of the CHA’s Rockwell Gardens, Mr. Jordan works to ensure that Chicago's public housing is seamlessly integrated into the city, and residents in CHA units are able to provide for themselves and be positive contributors to the economic and social strength of Chicago.

From 2006 to 2007, Mr. Jordan was the executive director of the Housing Authority of Cook County, overseeing the operation, management, maintenance and financial control of the agency. Prior to his service at Cook County, Mr. Jordan served as the Executive Director of the Rockford Housing Authority (RHA) and Managing Agent of the Rockford Housing Development Corporation (RHDC) from 2002 to 2006. Mr. Jordan also worked for Allstate Insurance Company in Northbrook for 19 years. He served in numerous management and human resources positions, including developing and implementing diversity training and educational programs for the company’s 40,000 employees.

He is married with two children and holds a Bachelor of Arts degree from Fisk University.

Adrienne Minley
Chief of Staff

As Chief of Staff for the Chicago Housing Authority, Adrienne Minley is responsible for assisting the Chief Executive Officer in achieving the mission and vision of the Authority. Since July 2004, her management and leadership have become essential components of how CHA’s executive team manages the many authority-wide activities that drive the Plan for Transformation.

Ms. Minley joined the CHA in September 2001 as the Managing Director of Internal Support. She oversaw the daily management of the CHA’s administrative operations.


This included Human Resources, Information Technology Services, Procurement and Contracts, and the operation of the Charles A. Hayes Family Investment Center.

Prior to joining the staff of the CHA, Ms. Minley was the co-founder and Executive Vice President of Business Development and Marketing for Ethcentric, Inc., a marketing agency that helps large companies reach ethnic markets. Before that Ms. Minley worked at management consulting firm McKinsey & Company, where she was involved in public sector initiatives that focused on welfare reform and educational institutions.

Ms. Minley is an active member of the National Forum for Black Public Administrators and the National Black MBA Association. As an appointed member of the Mayor’s Council of Technology Advisors, she leads a sub-committee focused on creating opportunities in technology for minorities and women.

Ms. Minley holds an MBA from the Kellogg Graduate School of Management, a bachelor’s degree in manufacturing engineering from Boston University and a second bachelor’s in chemistry from Spelman College. She has been recognized in Crain’s Chicago Business and Today’s Chicago Woman as a leader and motivator.

William Little
Managing Director of Development

William Little, Managing Director, Development

Chicago native William F. Little is the Managing Director of Development where he oversees all redevelopment activities for new family housing.

Mr. Little most recently worked as a Senior Vice President of Bank of America in Chicago. As the Midwest Manager of Real Estate Equity Group for Community Development Banking, his responsibilities included identifying and capitalizing on real estate equity investment opportunities.

He also opened the South Florida community development office where he managed and coordinated all affordable housing development activities on behalf of Bank of America Community Development Corporation in Miami-Dade and Broward County, Florida. As Development Officer for the Related Group of Florida, he analyzed and acquired multi-family affordable housing development opportunities, including tax-exempt bond and tax credit-financed opportunities.

Mr. Little received an MBA from the University of Chicago, and is a graduate of both the University of Michigan Law School and the University of Illinois College of Engineering.
