Angela Hurlock, Interim CEO of the Chicago Housing Authority, has over 20 years of experience in affordable housing. Appointed by Mayor Lightfoot in 2019, she's also CEO of Claretian Associates.

Cheryl Burns, Chief HCV Officer at the Chicago Housing Authority since 2018, oversees the HCV program serving 47,000 participants and 1,165 EHVs. An Illinois native, she holds degrees from Columbia College and Governors State University.

Anna Chen, Chief Information Officer at CHA since 2023, has nearly three decades of IT expertise. With 18 years at CHA, she has held various key roles. She holds a master’s in Engineering Management from Northwestern University.

Dan Cruz, Chief of Staff at CHA since 2021, oversees agency operations, focusing on intergovernmental affairs and community relations. He holds a Political Science degree from Northeastern University and was a University of Chicago Civic Leadership Academy Fellow.

Eric Garrett oversees CHA’s Property and Asset Management divisions, as well as the agency’s quality assurance and sustainability efforts. He has been with CHA for more than 25 years, serving as Chief Operating Officer since 2023.

Mary Howard, CHA's Chief Administrative and Resident Services Officer, oversees Resident Services, HR, IT, and Procurement. Since 2009, she’s enhanced programming and launched CHA’s nonprofit, Springboard 2 Success.

Jennifer Hoyle, Deputy Chief of Staff at CHA, oversees Strategy and Insights, focusing on data analysis, strategic planning, and MTW compliance. She previously worked 20+ years for the City of Chicago.

Dominick Maniscalco, Deputy Chief of HR at CHA since 2021, oversees oversees HR operations, health and wellness, professional learning, risk, pension, payroll, and employee engagement. He holds degrees in HR Management and Organizational Leadership.

Ann McKenzie, Chief Development Officer at CHA since 2018, has led the transition of 5,000+ units via HUD’s RAD program, preserving hundreds of CHA units, and developing award-winning projects.

Michael Moran, CFO of CHA since 2012, has led a department recognized for financial excellence with awards for 25 consecutive years. He holds degrees in Accounting and Finance from UIC and is an avid Chicago sports fan.

Karen Vaughan, CHA’s Deputy Chief for Communications and Marketing since 2021, leads the Communications team and has created new channels for stakeholder engagement. She holds degrees in Communications from UIUC and DePaul.
